Daschle denied King Bush on domestic spying

Daschle's article reveals an important new episode in the resolution's legislative history.

As drafted, and as finally passed, the resolution authorized the president "to use all necessary and appropriate force against those nations, organizations or persons" who "planned, authorized, committed or aided" the Sept. 11 attacks.

"Literally minutes before the Senate cast its vote, the administration sought to add the words 'in the United States and' after 'appropriate force' in the agreed-upon text," Daschle wrote. "This last-minute change would have given the president broad authority to exercise expansive powers not just overseas -- where we all understood he wanted authority to act -- but right here in the United States, potentially against American citizens. I could see no justification for Congress to accede to this extraordinary request for additional authority. I refused."

Daschle wrote that Congress also rejected draft language from the White House that would have authorized the use of force to "deter and pre-empt any future acts of terrorism or aggression against the United States," not only against those responsible for the Sept. 11 attacks.

Emotions erupted on the floor of the House of Representatives this afternoon as the right-wing-led Congress held open yet another vote to twist arms and pass a bill that would line the pockets of energy company executives. The House leadership held the five-minute vote open for almost 50 minutes until they could convince three lawmakers — Reps. Wayne Gilcrest (R-MD), C.W. Bill Young (R-FL) and Jim Gerlach (R-PA) — to change their minds. The bill passed 212-210. ...With a terrorist sighting, Bush likely would not have lingered on his Crawford ranch vacation, which he interrupted only for politicking and fundraising opportunities. Nor would Condoleezza Rice have gone shoe shopping while the world witnessed the sorry spectacle of the Gulf Coast in deadly disarray. And surely Donald Rumsfeld, who blithely attended a San Diego Padres game as New Orleans was filling with water, wouldn't have dithered for days before sending in troops to aid desperate Americans.
